§1 Introduction
This guide walks you through the development process for apps that use TikTok Shop APIs, including what to prepare before development, what to build and test during development, and what to submit after development. Use this guide to understand:
- the app categories TikTok Shop supports and the use cases each category may include;
- how to map your use cases to the correct App Requirement Document (ARD), integration guide, and API documentation;
- how to prepare for app review, compliance review, and public listing.
§2 Key terms and where to find them
Review these terms before you start. They are used throughout the development and review process.

§3 Lifecycle
Lifecycle flowchart image Before you begin design and development, confirm the following:
- Complete or start developer onboarding.
- Create or confirm your developer account in the correct Partner Center for your target market.
- Confirm the markets, seller type, app type, and app category you plan to support.
- Start compliance, legal, data security, and privacy review early when Partner Center or your review contact requires it. US-market apps may need to complete the US Data Security Questionnaire.
- Set up Development Shop (Sandbox) test accounts for the seller and buyer workflows you need to validate.
Important: Use Partner Center, your partner manager, and Partner Center support as the external source of truth for required actions and review status. Do not treat informal internal process names or internal chat groups as developer-facing launch steps.
During development:
- For many app review workflows, you can build and test as a custom app first. When the app is ready for public distribution, convert the published custom app to a public app if Partner Center supports that path for your case.
- To convert a custom app to public, open Partner Center > App & Service, select the published custom app, and use Upgrade to Public Service if the entry is available. Before submitting the upgrade, complete required language listings and prepare for upgrade review, public app review, compliance review, and any required beta testing. See Publish a custom App.
- If Partner Center or your partner manager instructs you to create a public app directly, follow that path instead of using the custom-to-public flow.
- Reviewers may test the app after development. Prepare test account credentials, test steps, screenshots, and a demo video if requested.
- After all required reviews pass, public apps can be published and listed on the TikTok Shop App and Service Store.
§4 Before development
Before you start implementation:
- Review Create your App so you understand app type, service category, market, seller type, redirect URL, scopes, webhooks, and app credentials.
- Request or confirm the markets and categories you are developing for in Partner Center.
- Use the correct Partner Center domain for each market. US developers use partner.us.tiktokshop.com. Other markets use partner.tiktokshop.com. If your app targets multiple market groups, confirm account and onboarding requirements in Partner Center.
- Read Overview on TikTok Shop APIs and the category ARD or integration guide that matches your app.
- Set up Development Shop so you can test seller and buyer workflows.
- Review the App review process and start required compliance or data security review early.
§5 During development
Use the Partner Center app detail page to configure API scopes, redirect URL, webhooks, testing tools, and review materials. Then map your product requirements to the use cases in your app category. Apps can span multiple categories. If your app supports multiple seller workflows, use the ARD and integration guide for each relevant category, and only request API scopes that your implemented use cases require.

§7 After development
When development is complete, prepare your review package before submitting:
- the latest ARD or use-case worksheet requested in Partner Center;
- the Will Implement column completed for each required or optional use case in scope;
- test account credentials and test steps for reviewers;
- screenshots or a demo video if requested;
- API scope list and justification;
- known limitations, unsupported markets, and environment notes;
- data security, privacy, compliance, and legal evidence when requested.
§8 Review process
Use the path that matches your support model:

Public apps generally need registration review, language listing review, app review, compliance review when applicable, and any required beta testing before they can be listed. Custom apps usually launch privately by authorization link, but app review is required for Connector apps, custom apps with 25 or more seller authorizations, or apps that Partner Center flags for additional review.
